Regulator Challenges Apple’s and Google’s Mobile App Store Market Control

The UK’s Competition and Markets Authority (CMA) is taking action to address what it perceives as a near-monopoly held by Apple and Google in the realm of mobile app platforms. Proposed changes aim to empower app developers by allowing them to guide users toward alternative payment methods outside the traditional app store frameworks. Currently, Apple and Google impose commission fees of up to 30% on certain in-app purchases, a restriction the CMA believes stifles competition by limiting how developers can offer more affordable or varied purchase options to consumers.

The regulator suggests that enabling this “steering” capability could enhance competition within the mobile app market, where Apple and Google dominate the platforms used by most smartphone users in the UK. Some companies, such as Spotify, have already circumvented app store payment systems by directing customers to their own websites to avoid high commission fees. By dismantling these barriers, the CMA believes there could be greater choice available to both businesses and consumers.

Additionally, the watchdog is exploring whether Apple should grant wider access to its near-field communication (NFC) technology. This change could potentially allow developers to create alternative contactless payment solutions for iPhone users. Apple, however, has expressed concerns that these proposed measures might undermine user protections, including essential security features, privacy controls, and anti-fraud safeguards. Meanwhile, Google has noted that it has already implemented some modifications permitting developers to direct users to external payment options.

The CMA’s initiative comes on the heels of its decision to categorize Apple and Google as entities with strategic market status. This classification endows the regulator with enhanced authority to enforce specific regulations on the business practices of these tech giants. The move underscores the CMA’s commitment to fostering a more competitive environment in the mobile app sector, aiming to reduce the dominance of Apple and Google and promote more diverse options for developers and consumers alike.
